Barrier to Science

Only 74% of Americans know that the Earth revolves around the Sun, and only 48% know that humans evolved from earlier species of animals. (See this article) A scientifically literate citizenry is essential to the making of public policies. Why are the percentages so low? What have we done wrong? How can we do better?
